Legal Number of Residents in a Dwelling: Regardless of the size of the house or apartment, no more than 1 family – or 3 unrelated people – may live in the same individual dwelling in the city of Lynchburg.

Zoning Ordinance (Lynchburg City Code Sec. 35.1-11.7)
Terms used in the zoning ordinance, when defined in this section, shall have the following meaning: Family: (1) Two (2) or more persons related by blood or marriage, occupying a dwelling, living together and maintaining a household, including not more than one (1) unrelated person. (2) Not more than three (3) unrelated persons occupying a dwelling, living together, and maintaining a household.
