Blue + Gold Opportunity Plan: Expanding Access

The University of California enrolls more low-income students (more than a third of all undergraduates) than any other top research university system. The Blue and Gold program expands access to the UC schools by establishing a minimum level of grant aid for undergraduates with financial need and qualifying household incomes.

For California residents whose families qualify, Blue and Gold fully covers UC’s systemwide fees. Qualified students must be in their first four years of attendance (first two for transfer students).

The program establishes a minimum amount of grants and scholarships students can receive. Students with sufficient financial need can qualify for additional grants to cover other educational expenses such as books, transportation and room and board.

UC currently provides grant and scholarship assistance to more than half of all undergraduates. Financial aid estimators available on our web site give families a better idea of the total amount of financial aid they might expect to receive.
